The National Committee for Quality Assurance (NCQA) is dedicated to improving health care by evaluating and reporting on the quality of the nation's health care organizations. (See SAS Institute profile at http://www.sas.com/corporate/profiles/ncqa.html.) This year NCQA has migrated to Version 8, and we will migrate to Windows 2000, implement a web-enabled data warehouse, develop web applications for data collection and processing, and implement e-business solutions. SAS figures prominently in these plans.
Candidate's primary responsibility will be data warehouse programming and web enabling SAS reports, via intranet, internet, and extranet. Candidate will work with a team that is idealistically motivated to improve the quality of health care. This permanent position (no contractors please) requires excellent inter-personal skills and independent initiative. Superior communication skills are essential. The SAS Team is utilized by our Health & Welfare department of Administrative Outsourcing to perform a
variety of tasks vital to administering benefits: data conversions, insurance carrier interfaces, payroll
deduction files, premium remittance and ad hoc reporting. The responsibilities include coordinating
work across multiple teams to ensure that SAS programmer/analysts meet client-specific deliverables,
guiding junior/senior SAS programmer/analysts on the latest programming techniques, managing special
projects that require an advanced knowledge of SAS and providing a developmental vision for the department
using SAS to streamlining and automating complex processes.
To qualify for this position, you must possess a BS degree (in Computer Science, MIS or related major),
have 10+ years of SAS programming experience, superior technical abilities and strong project management
experience. Previous experience working with Health & Welfare, Defined Contributions or Defined Benefits is
a plus.
They have targeted the Marketing Database as a primary focus in the next 3 years to be addressed. This
database is approximate 3/4 of a terabyte in size. The information is used in a wide variety of applications.

MINIMUM EXPERIENCE:
The United States Sentencing Commission, an independent agency in the
judicial branch of government, currently has two exciting positions
available in the Office of Policy Analysis (OPA), Senior Research Associate
(Grade 14/15) and Research Assistant (Grade 7/8/9).
The Commission is a small agency (@100 people) tasked with writing and
amending the federal sentencing guidelines. In order to keep track of
federal sentencing practice under the guidelines, the Office of Monitoring
codes data directly from federal court documents. The yearly datafile
provides a rich source of information about the federal criminal justice
system for researchers in OPA.
OPA creates a yearly Sourcebook of tables and figures depicting statistical
information and trends about federal sentencing practices which is provided
to all of the federal judges and probation offices as well as members of
Congress. Staff members are involved in designing supplemental coding
instruments, cleaning data, creating codebooks, performing both simple and
complex data analyses, and writing up the results. Additionally, the
Commission collects data on corporate and appeals cases settled in federal
court. Members of OPA frequently work with members of the other units on
special "working group" reports, which focus on a single topic (e.g.
methamphetamine trafficking) in order to create a report about the subject
area which may include suggestions to the Commissioners for amending current
guidelines or about creating new guidelines. OPA is also responsible for
calculating sentencing and prison impact for all amendment changes to the
guidelines, using the prison impact model (created with SAS code).
We are hoping to find people genuinely interested in working with data,
learning the federal sentencing guidelines, and doing research in the
criminal justice field. We would definitely prefer applicants who have
experience using SAS, although it is not a requirement.
All positions are excepted service, but the Commission generally follows all
of the federal government policies. We have flex hours, sick and vacation
time, life and health insurance, and the thrift savings plan for retirement.
The Commission has many friendly people and the work is definitely
interesting and not repetitive. We are located right next door to Union
Station, so the commute is easy from Metrorail, MARC, and VRE (there are
also parking lots nearby available if you prefer to drive). Our building
