We're looking for a SAS programmer/analyst to work for us on a full-time basis at our Seattle location. This person will perform data management and analysis in support of our Customer Relationship Marketing Group.

Responsibilities include:

  • Creating and maintaining SAS datasets that are extracted from an Oracle and a DB2 database
  • Consolidate transactions to a household level
  • Merge sales transactions with household-level data
  • Create multiple datasets and views for fast access to relevant data
  • Reviewing all incoming and outgoing files for quality
  • Creating and maintaining a set of standard reports
  • Generating ad hoc reports
  • Publishing reports and analysis results in Excel format and on Intranet
  • Maintaining documentation on analysis results

Sr. Statistical Marketing Analyst

Your role will be to lead the design, development and implementation of statistical and quantitative analytical processes in a database marketing environment to improve business performance for our clients. You will conduct detailed marketing and operations research to provide key information to management for strategic decision-making. Your job is draw data-driven conclusions and provide results with business insight and direction to the client.

Defining measurement and tracking systems as well as conducting assessment of marketing programs will be a key function. Building statistical behavior models, conducting database segmentation and customer profiling, analyzing survey results, designing efficient and sound direct marketing experiments are among the many database marketing and data mining tasks you will perform. Tasks will also include forecasting, analyzing and reporting business performance against business plan objectives. From start to finish, you will be working with a cross-functional team of the industry's top analytic professionals including other statisticians, business analysts, financial analysts, economists, project managers, and IT professionals. You will also work with team to define the client's information needs, prototype and deliver analytic and decision support frameworks.

Successful candidates will have a Master's degree in Statistics, Economics, Finance, Market Research or related field with an emphasis in a quantitative analytic discipline. More than 3 years of proven knowledge and experience in database marketing, statistical analysis, data mining, or other quantitative environment is required. In addition to modeling, segmentation, and other multivariate statistical techniques, practice and knowledge of market research methods including surveys and focus groups is important. Experience in developing and applying statistical and quantitative analysis and conducting data mining on multi-millions of records using SAS, SPSS or a similar analytic software is necessary. Working knowledge of PC tools such as Excel, Access, PowerPoint and Word is expected.

Demonstrated skills in defining and articulating effective, data-driven marketing and business strategies are also necessary. Ability to communicate effectively with business users as well as fellow analysts and programmers in a team setting, to define and manage analytic projects from data access and management through data exploration and analysis to implementation and measurement, and to translate findings into clear, concise business insight through written and spoken presentations is essential. Problem solving and statistical thinking skills are critical to this position.

AGENCY PROFILE:

The Caseload Forecast Council was established by the Washington State Legislature in 1997 and was charged with forecasting the entitlement caseloads for the State of Washington. The Caseload Forecast Council is committed to facilitating the free flow of information and legislative and executive input into the forecasting process.

The Caseload Forecast Council consists of six members: two appointed by the Governor, and four
appointed by the chairperson of each of the two largest political caucuses in the Senate and House of Representatives. The Council meets at least three times a year to adopt official forecasts that are the
basis of the Governor’s budget document and utilized by the legislature in the development of the omnibus biennial appropriations act. Agency staff consists of five persons, two of whom are Senior Caseload Forecasters. This announcement is for a third Senior Caseload Forecaster position being established.

POSITION OBJECTIVE:

The Senior Forecaster is responsible for the design, development, implementation, supervision, coordination, and management of statewide caseload forecast systems. This position directly represents the Executive Director on a wide range of issues in these areas.

The work of the Senior Forecaster supports state government and state agency budget development.
It entails synthesizing broad technical knowledge and organizational knowledge about state caseload programs to design forecasting and information systems. In order to implement these systems, this position must negotiate solutions in environments that span all levels and branches of government. This position must solve complex technical problems, coordinate a wide range of functions, manage statewide programs and activities, and mediate among various factions involved in these activities in order to reconcile their differences and to determine appropriate courses of action. This position requires thorough knowledge and abilities in the areas of social science research methods, organizations, computer programming, computer technology, and information resource management. The Senior Forecaster will both develop internal forecasting models, and supervise the models and data quality of caseload forecasts conducted in other state agencies. This development and supervision of a variety of forecasting models requires experience in econometrics, time-series, and computer simulation techniques.

DESIRABLE QUALIFICATIONS:

  • Five years of experience with major responsibility for forecasting program caseloads or quantitative policy analyses utilizing econometrics, time-series, and computer simulation techniques.

  • Excellent oral and written communication skills.

  • Knowledge of the State Budget process and state agency caseload program areas.

  • Experience in econometrics, time-series, and computer simulation techniques.

  • Experience using statistical analysis software programs (such as SAS, SPSS, Statistica) and database software programs (such as ACCESS, DBASE) in a forecasting/research environment involving multiple platforms (PC, mainframe, etc.) and experience analyzing data in large data sets.

  • Experience with large state information systems.

  • Ability to translate program and legislative policies into model specifications, work with a variety of technical staff and policy makers to achieve consensus on model assumptions, and to present the results of the caseload forecast in a clear and coherent fashion to non-technical policy makers.

EDUCATION DESIRED:

A Ph.D. in economics, statistics, or the social sciences with a major emphasis on quantitative methods.

The Outcomes Research and Assessment Group at the Duke Clinical Research Institute seeks talented and highly motivated statistical programmers to become members of our outcomes research team.

The Duke Clinical Research Institute, located in Durham, North Carolina, is a multidisciplinary group with over 700 members. Some of the world's largest randomized clinical trials have been coordinated here.

The Outcomes Research and Assessment Group consists of over 60 physicians, economists, biostatisticians, computer programmers and other personnel and has performed some of the largest economic and quality of life analyses of clinical cardiovascular trials ever conducted. We have also benchmarked provider quality of care for multi-institution efforts such as the national Society of Thoracic Surgery (STS) databases and the Managed Health Care Association (MHCA) coronary disease management project.

Primary responsibilities include:

  • Design and develop SAS production data management and reporting programs.
  • Write complex database extractions and queries for statisticians.
  • Design, implement and maintain analysis files, under the direction of statisticians.
  • Design and develop statistical programming tools, SQL views and procedures, macros, etc.
  • Provide necessary project support in SAS graphics, display applications, dataset conversions and transfers.
  • Provide support for manuscript preparation.
  • Provide training and direction for less experienced programmers.

Requires one of the following:

Bachelor's degree in computer science, mathematics or related field with three years of applications programming experience.

Plus:

  • Experience in statistical computing and analysis within a research environment.

Requirements for Statistics Team Leads:

M.S. in Statistics

Need someone with demonstrated breadth and depth in both mathematical and applied statistics, and with the experience (at least 5 years) and persistence to implement large-scale computer data analyses including a facility with the SAS System and Microsoft Excel. The candidate should have the demonstrated ability of communicating statistical ideas to and parametrizing statistical constructs with a non- or semi- statistically literate clientele in a technical industrial setting using the English language. At least one year of experience applying Statistics to the computer or telecommunications industry, particularly in the area of Systems and/or Network Performance, would be desirable.

Specifically, the candidate needs to demonstrate strength in the area of constructing sound statistical tests of compliance with benchmarks and parity of performance. This requires a thorough understanding of experimental design, the inter-relationships of sample-size, significance, power, robustness, assumptions required by distribution-based statistical tests, nonparametric tests, and distributional transformations. The candidate needs to be able to rapidly be able to translate this knowledge into working spreadsheet models handling many simultaneous statistical tests based on the same sampling elements and be able to meet (or come close to meeting) the power requirements of each one by varying whatever factors may be under his/her control.

The candidate needs to be able to design the appropriate tests, and apply them in analyzing data which may come in various forms. To this end a facility with the SAS System's data management, access, and statistical procedures would be quite useful.

The candidate should be able to operate independently and be flexible with regard to spending at least 20% of the time traveling, but otherwise much of the work can be performed on a telecommuting basis, with occasional travel, usually within the southwest and midwest United States.

Database Marketing Specialist (Contract or Direct Hire)

-- Join a financial services company in San Francisco. Through the use of SAS and JCL in an MVS environment, access various corporate databases to provide timely insight, targeted marketing, and program performance evaluation in support of company Executives and Direct Marketing staff. Specialist is accountable for the deadlines on all service request for which he/she is responsible, and for regularly updating the job queue to make the latest status available to the public. Must be able to work on multiple assignments simultaneously.

After the written service agreement has been finalized, the Specialist is responsible for meeting each specified deliverable. When issues arise, clarification is to be obtained through either the Manager or directly from the client, as established between the Manager and the Specialist, and as determined by the Specialist's level of development.

Director, Database Marketing (Direct Hire)

-- Director level position with a San Francisco based financial services company. This Director will lead the Database Marketing Strategy and Planning Group to expand the role of advanced analytics in rapidly changing and demanding environment. The ideal candidate has significant analytic diagnostic and development experience with a track record of results in conjunction with business partners. Management experience and demonstrated success developing a team are essential. An in-depth and facile knowledge across the spectrum of technical, analytic and marketing skills associated with database marketing are required.

The Strategy and Planning group works closely with our marketing partners and management to provide decision support, strategic and tactical consultation following the principles of direct and relationship marketing. This person leads the team in the development of advanced analysis, reporting, and modeling projects. He/she will educate our partners in the proper use and development of targeting and segmentation tools and develops opportunities to shape and expand Client?s segmentation strategy. SR. SAS programmer/Analyst (Contract)

-- Healthcare organization in East Bay Area of San Francisco is seeking a contract SAS programmer/analyst with strong MVS/TSO/JCL skills who has experience working with the company's systems. The ideal candidate will be working on disease management programs, updating patient registeries, developing outreach lists and reporting on quality indicators.

EDUCATION:

Bachelor of Arts degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field required, or equivalent work experience in lieu of a degree. Masters degree preferred.

QUALIFICATIONS:

  1. Three to five years programming in SAS required. Experience with SQL, macros, and SASGRAPH, PROC Report and statistical procedures in SAS preferred.
  2. Experience with analytical manipulation and interpretation of large databases required.
